CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and enterprise & economic development.
 
CARE International Indonesia  in Makassar (South Sulawesi) is currently recruiting the following position for its project:

 JOB SUMMARY
 
The Project Officer will be responsible for the implementation of Bintang Muda project on the effective implementation of project activities, along with carry out monitoring of project progress and recommend any variations to improve project performance. 
 
The Bintang Muda Project Officer is expected to provide his/her technical expertise to support WEBD program:
·        Technical Support to Individuals and groups.
·        Entrepreneurship (Leadership, management ability, and team-building).
·        Marketing communication activity (including design and developing interactive and effective media for beneficiaries, and initiating access to market).
 
The support of Project Officer would cover the following activities that could be delivered individually or collectively within the teamwork:
  • Develop and when possible refine training modules based on existing training modules to meet the local context and target participants.
  • Develop the target group (SIAP and SIAGA) selection criteria refer to project document.
  • Selection of 200 potential SIAP and 40 SIAGA participants.
  • Lead the baseline survey and need assessments; baseline survey will include current income, business ownership, business volume (for existing business), availability of business plan, access to financial services, and plan for business interruption.
  • Facilitate or identify potential trainers for the SIAP and SIAGA training.
  • Act as main contact person in the Resource and Coaching center.
The Project Officer shall provide the above services to the benefit of either internal stakeholders of CARE  (projects under CARE or network of CARE International worldwide) or external stakeholders (Partner of CARE), when required.
 
 
 
RESPONSIBILITIES AND TASKS
 
1.            Develop training modules for SIAP and SIAGA participants,
  • Review existing module (CARE and ILO) and make necessary revision based on the need of Bintang Muda project.
  • Discuss and gather inputs for module document.
2.           Develop the SIAP and SIAGA selection criteria.

3.           Selection of SIAP and SIAGA participants, which includes:
  • Gather detail data of women entrepreneur  group from different sources such as from women empowerment office, university or other related project implementing in Makassar;
  • Provide long list of SIAP candidate and select potential young women  to be invited for socialization;
  • Provide form to be filled up by participants as part of selection process;
  • Review the form and select 200 potential candidate;
  • During the SIAP training, prepare to select the 40 SIAGA using selection criteria.
4.           Lead baseline and need assessment implementation:
  • Prepare, discuss and finalize the baseline and need assessment tools;
  • Maintain participant data, including respondent profile, skills, micro enterprises, individual and household income, business income and other income, market, supply chain, access to finance, use of mobile, training need and other related business development issue.
5.           Become a facilitator or co-facilitator on both SIAP and SIAGA training – and collaborate with other external trainers’ team.

6.           Be a main contact person at Resource & coaching center:
  • The RCC will serve as a drop in coaching and mentoring center for participants focusing on start-up businesses and/or the scaling up of existing businesses.  The RCC will operate out of the Makassar office one day a week. Coaching and mentoring will be provided for interested SIAP participants;
  • Coaching and mentoring of SIAGA participants will focus on business identification or identification of potential for scale up of existing businesses, in order to improve production efficiency, quality, and access to markets including those that function online. Disaster preparedness will also be promoted;
  • Design and develop two newsletters that will be published with a main focus on entrepreneurship issues and sections on financial literacy, and disaster risk reductions and other relevant topics. Newsletter will be distributed to all SIAP and SIAGA training participants, and household/community. It is expected that the newsletter will create awareness on business start-up and development, capacity to respond resilience;
  • Design and develop six posters with motivational business and resilience messages will be produced, distributed and displayed around the city. Poster will be located in strategic location within the community, to be easily accessible for other young women and community. It is expected that the poster will be able to share important key messages motivating business and resilience messages.
7.           Prepare and document Story of change (see template):
  • During baseline: Context Story about the community; Initial story of 4-10 individual women (in-depth interviews);
  • 6 months: Relevant updates on community context; Follow up on the same 4-10 individual women (in-depth interviews);
  • 12 months: Relevant updates on community context; Follow up on the same 4-10 individual women (in-depth interviews);
  • End of project: Consolidation into one story of change per woman, with background on the community.
8.            Prepare Report on project progress: 6-month project reports, including baselines and progress on indicators in results chains (see format).

9.            Develop graphic materials: pictures, videos, photo-stories on changes in the lives of the women and their communities.

10.         Coordinating with other team within CARE Indonesias structure, for sharing resources and maximizing the efficiency and effectiveness of Project implementation; including Build network within CARE International members and with external stakeholders for linkages and resource sharing or support.

11.          Other duties as assigned by supervisor.

QUALIFICATIONS
 
1)        Education:     Bachelor Degree in Economic Development or Management or Accounting or Development Studies or social welfare.
 
2)        Experience: A minimum of 3 years experiences in the areas of the following:
a)      Designing and delivering training in economic related programming such as financial literacy, savings and lending group, bookkeeping, marketing, and also on entrepreneurship (leadership, management and team building) and others:
b)      Understanding in Pro Poor Value Chain Concept and Market Based Approach;
c)      Linking community and private sectors or community and government agent;
d)     Engaging in community or institutional development;
e)      Reporting development (Indonesia and English);
f)       Communication skills for presentation and negotiation;
g)      Experiencing working for economic development program, value chain, including access to market and finance;
h)     Ability to conduct secondary and primary research;
i)       Ability to manage and analyze data to support the programming and reporting;
j)       Ability to adapt to changes and shifting paradigm.
 
3)        Specific technical skills:
a)      Public Speaking, Presentation Skill and Diplomacy Skill;
b)      Computer literate including: Microsoft Office, data management, and presentation
c)      English Skill.
