Two Consultants - PMI's Community Based Programmes

                             
                                 
 Terms of Reference (TOR) for:Study on “commonapproach, methodology and tools for PMI community-based programmes”

 1. Summary
| 1.1.   Purpose: This study will:   ü  Strengthen the Indonesian Red Cross (PMI) role in building safer and more resilient communities in Indonesia.   ü  Contribute to develop a common approach for PMI to work at community level that serves across the different types of programmes and projects, and common appropriate methodology and tools based on best practices.   1.2.  Audience: PMI, International Federation of Red Cross and Red Crescent Societies (IFRC), International Committee of the Red Cross (ICRC) and partner national societies (PNS). 1.3.   Commissioners: This study is being commissioned by PMI, the IFRC Country Office in Indonesia and the Australian Red Cross. 1.4.  Consultants: A team of two consultants will be hired for this consultancy. 1.5.  Timeframe: From 1 August to 31 October 2015. 1.6.  Location:  Jakarta, Indonesia |

 2. Background The Indonesian Red Cross (PMI) hascontributed to build more resilient communities in Indonesia for the last 13years thanks to the implementation of community-based projects (disaster riskreduction, Health, Water and Sanitation, Livelihood, etc.). To do so, PMI hasestablished many partnerships (within and outside the Movement), using differentapproaches as well as numerous methodologies and tools. During a planning meetingin September 2014, the national society has expressed the need to document, captureand learn from the good practices and challenges in order to increase theimpact and the sustainability of its long-term projects.   In the meantime, the concept of communityresilience has strongly influenced and shaped the strategies and policies ofgovernments, donors, development and humanitarian organizations, emphasizingthe importance to address the communities’ underlying causes of vulnerabilityby using a holistic, multi-sector approach. The knowledge and good practices relatedto community resilience and the possible ways to operationalize it will alsocontribute to reinforce PMI’s action at the community level.     3. Purpose, outcomes & Scope of the Study 3.1  Purpose:This study will contribute to: ü Strengthen PMI’s role in building safer and more resilient communitiesin Indonesia.  ü  Develop a common approach for PMI to work at community level thatserves across the different types of programmes and projects, and commonappropriate methodology and tools based on best practices.  3.2  Expected outcomes The study isexpected to contribute to the outcomes below:  ü  Approach: PMI is able to address the underlying causesof a community’s vulnerabilities in a holistic manner; ü  Methodology: PMI has established its ownmethodology and related training curriculum to design, plan, implement, monitorand evaluate community-based projects; ü  Sustainability: The benefits generated by PMI’scommunity-based projects continue after the end of the projects’ implementationperiod; ü  Management: PMI has the most effective and appropriate programmemanagement structure to establish the roles and responsibilities of PMIpersonnel at HQ, province and district levels.  ü  Coordination/Partnership: PMI is able toliaise and establish relationships with the key stakeholders (national/local authorities,CSOs, NGOs, INGOs, UN agencies, universities, private companies) in Indonesia toincrease the relevance, the impact and the sustainability of its action at thecommunity level.   ü  Organisational development: PMI has the capacities, at alllevels, to design, plan, implement, monitor and evaluate its community-basedprogrammes.   ü Volunteerism:The roles and responsibilities of volunteers involved incommunity-based projects are clarified and PMI has a system in place to managethese volunteers and integrate them in the national society’s structure (beyondthe project scope and time frame).    ü  Cross-cutting: PMI has improved the relevance ofits community-based projects by taking into account the impact of climatechange, the specificities of urban settings, and the inclusion of diversity inthe community.     
 3.3  Scope of the study This study is reviewing PMI community-basedprojects implemented since 2002, as well as similar projects implemented byother national societies. The study will also review existing approaches and methodologiesdeveloped by relevant development and humanitarian organizations, resilience/DRRstrategies and policies adopted by governments and donors, and researches onthe concept of resilience and its application.  5. Study Methodology DeskReview: The two consultants will carry out a desk review of:·        all of the evaluation reports published regarding PMI community-basedprojects implemented since 2002;·        Evaluation reports related to community-based projects implemented byother national societies;·        Other development and humanitarian organizations’ approaches andmethodologies on community resilience;·        Governments and donors’ DRR/Resilience strategies and policies;·        Research papers related to the concept of community resilience and thepossible ways to operationalize it. Interviews:The two consultants will interviewstakeholders from:·        PMI relevant divisions, chapters and branches·        IFRC·        PNS·        ICRC·        INGOs/NGOs·        UN agencies·        Relevant government agencies·        Communities    Meetings: The two consultants will join the working groupcomposed of PMI, IFRC, PNS and ICRC who meets regularly to discuss the sametopic (common approach, methodology and tools for PMI community-basedprogrammes). During these meetings, the two consultants will share theirpreliminary findings and get valuable inputs from participants for their study.
6. Deliverables  ü Approach:-List of the characteristics of a resilient community and set of indicators;- Proposethe most relevant models (e.g. integration) to operationalize the resilienceconcept/approach.   ü Methodology:- Identifythe successive steps of a community-based programme (e.g. baseline study,criteria to select project sites, capacity assessment, etc.), and recommend themost appropriate methods and training curricula for each of them.
 ü Sustainability:- Provide recommendations to increase the sustainability of acommunity-based project (e.g. exit strategy, resource mobilization strategy,transfer to local government, etc.).- Map the mechanisms/initiatives related to community developmentin Indonesia where PMI could position themselves as a main actor, as well as thesources of funding for community-based programmes PMI could access.   ü  Management: Provide several appropriate examples ofproject management structures based on past and present PMI community-basedprojects.  ü  Coordination/Partnership: Provide amapping of institutions and organizations involved in community-basedprogrammes in Indonesia and indicate the kind of partnerships that would berelevant for PMI community-based programmes.  ü  Organisational development: Propose listsof minimum characteristics for the HQ, chapters and branches in order for themto be able to design, plan, implement, monitor and evaluate community-basedprogrammes.   ü Volunteerism: Providesustainable models for the management and integration of volunteers in PMIcommunity-based programmes.     ü Cross-cutting issues:- Provide recommendations for PMI to mainstream effectively themain cross-cutting issues relevant to community-based projects (climate change,urban resilience, environment management, and diversity inclusion).   The two consultants will produce two Draft/Final reports, one inEnglish and one in Bahasa Indonesia. The main body of the report will include aTable of Contents, Executive Summary, Background,Methodology, Findings, Conclusions, Recommendations, ToR and relevant annexes. One of theannexes will exclusively compile, analyze and summarize the findings andrecommendations from all evaluation reports available on PMI community-basedprojects. 7. Proposed Timeline

 8. Support to be provided to the consultant The IFRC willprovide working space for the two consultants in the country delegation and/orthe national society headquarters’ premises and will support the work of the twoconsultants in terms of access to information and documents, booking ofmeetings with key informants.  The IFRC willalso reimburse local transportation required for the implementation of theactivity (mainly in the capital city of the country).  As per IFRCguidelines, the two consultants will have to take care of their own insurance,working equipment (including computer, communications, etc.).  9. Schedule for payment of fees  1/ 20% uponcontract signing2/ 30% uponreceipt and validation of the mid-term report3/ 50% uponsubmission and validation of all outputs 10. Management of the consultancy The team of consultants will be hired bythe IFRC country delegation and will work in direct interaction with theNational Society.The IFRC Community Safety and ResilienceCoordinator and the PMI Head of Disaster Management Division will be theconsultants’ technical focal points.
